History of Caesars Southern Indiana

In 1994, Harrison County, Indiana, passed a ballot proposal to allow riverboat gaming. As with most Indiana-based casinos, Caesars Southern is also the product of a ballot in the early to mid-1990s. A proposal was then given to the Indiana Gaming Commission in 1995 and approved in 1996.

While they chose a site seemingly in the middle of nowhere, the goal was to place the casino near a large metropolis. And in doing so, they chose Elizabeth, which rests a good 15 minutes southwest of Louisville.

However, Louisville officials grew concerned about Kentucky’s Churchill Downs and other popular racinos in the neighboring state. They didn’t want to hurt revenue from the established casinos. Environmental groups also expressed concern regarding necessary changes to the land for the casino to exist.

In 1998, the casino finally opened as Caesars Indiana after three lawsuits from environmental groups, as well as interference from the US Environmental Protection Agency (EPA).

The casino has temporarily shut down three times throughout its existence (not including the 2020 shutdowns). The first occurred in 1999 when the boat was damaged after colliding with a river barge. The second, third, and fourth came in 2008, 2011, and 2013 because of unusually high river levels on the Ohio River.

In the mid-2010s, renovations were underway for the land-based hotel, which they completed in April 2017 at the cost of $13 million. Renovations for all 503 rooms featured new carpet, refurbishment, and modern amenities.

In October 2017, Caesars sold the property to Vici Properties, which then leased it back to Caesars. Caesars continued to own and operate the business side of the casino.

In December 2019, the casino moved from water to land in response to a 2015 amendment that allowed Indiana-based casinos to move inland. Caesars Southern is now a fully fledged resort that includes dining, shopping, and other attractions besides its original gaming purposes.

The casino was known as Horseshoe Southern Indiana from 2008 to 2019 before ultimately changing its name to Caesars Southern Indiana when the venue moved onto land.
